At that time, major enterprises such as Shanghai Hongli and East China Semiconductor had a significant gap between their product technology level and the international advanced level, but they laid the foundation for the Chinese semiconductor industry.

Since the 1990s, the Chinese government has been vigorously promoting the development of the semiconductor industry. Encourage domestic and foreign enterprises to invest in and build advanced semiconductor production lines in China through a series of policy support, such as tax reduction, land provision, and low interest loans. Large domestic and foreign companies such as TSMC and Samsung have begun to put into production advanced chip production lines in China. At the same time, some domestic enterprises such as SMIC and Huahong Semiconductor have also made significant progress in technology research and development, with some products approaching the international advanced level.

In addition, China actively participates in international semiconductor organizations and standard formulation, strengthens exchanges and cooperation with international peers, and has accumulated a wealth of technical and management experience. This has laid a solid foundation for the further development of China's semiconductor industry.

This stage marks the transformation of China's semiconductor industry from primary processing to high-end technology research and production, providing important impetus for subsequent development.
